phone/digital card issue

So I had a 500 v1 with a VCM32, 2 phone 8, and 1 ds 8. The phone 8 cards said busy on all extensions and the digital phones would not come up. Replaced the system unit with a v2 on 9.1 and have the same issue. Any ideas?

One or more of the cards/ports on the cards is faulty and it drags the TDM bus down, add them one at a time and see which breaks it, then see if it's the whole card or just a port(s)

Seen it before when people have plugged PC's in (then unplug them and deny it), sometimes it blows the port so badly you can see soot marks
