Phaser 7400 image blur from middle down!

I have a Xerox 7400 with image blur that starts off ok then will begin to print blurry from the middle of the page downwards.

All toners, drums , transfer belt and fuser have been replaced!

Firmware update, even if same. Belt may be a goner.
Check developers for damage.

New belt, fuser and drums installed!

I am goin to swap the printheads over and see the outcome. . .
