Phantom Line as Hunt Group Member

I'm trying to configure a hunt group in order to have multiple phones ring at the same time when the main HG number is called. I would like to have the secondary extension of the phone (phantom exten) be the Hunt Group member.. For some reason though, the phantom extension does not ring when I call the hunt group pilot number.. If I put the primary extension as the hunt group member, it will ring.. Same class of service is being used for both, but the phantom line does not ring if I put it in the hunt group.. When I place a call to the pilot number, if I press the line key for the phantom while calling the hunt group, the phone displays "line not available".. Is it not possible to use a phantom extension in a Hunt Group?
 
From the "Feature description" & "Feature usage examples" service manuals:

Incoming HGPAR calls are signalled exclusively to the called prime device.
If another keyset with appearance is using this line when an HGPAR call comes in then busy status is reported.

The hunting group key always remains assigned to the primary line of the respective terminal.
