Phantom DCFW to another ext cfw to mobile fails

This is the fault, if you call a phantom ext from the outside which is dcfw to an ext across tie to another pabx, and that ext is cfw to a mobile the call ends up at the switch board.
If you call the phantom from internal it works ok, if you call the ext at the other switch it works ok.

Any ideals............
 
By default the CDB has CFO (Use the permissions of the ORIGINATING TN) set as an option. If you set this to CFF (Use the permissions of the FORWARDING TN) your call will work.

For external callers, the ORIGINATING TN is the trunk they are entering you switch on. These trunks rarely have the sufficient permissions for outbound calls.

This is programmed in LD 15 under FTR_DATA.

I already checked this before, both switch have CFF set.
 
Check your NCOS setting on your incoming trunks to the 1st switch.
 
could it be in the IDC table
do a print in LD 49 and check to see if the phantom has any manipulaion added to it
