Personal Call Manager jet file error

I raised this before and got no response.
BCM50 rel3.
I have downloaded PCM to a windows XP sp2 machine for a TAXI company to prove LAN cte is working.

Before the installtion complets if gives an error code.
"The jet files you sre installing is used by another application"

I have had this problem arising a few times on differentt computers on different sites.
Its just happened again on another install
NO applications running.

Any body know what the jet files are .
