In adobe pagemaker and a couple other applications it is requiring privilages to make changes to the registry in order to run. Short term solution was to give administrative rights, but we dont need a bunch of admins in are network for obvious reasons. Is there any way to edit this and make them users but still give them appropriate access in order to run these programs
 
You can assign the users or groups permission to those specific registry keys. That should solve your problem.
