I am logged onto my Win2K pro system as the local admin and am trying to install MS patches. I am being prompted that I DO NOT have permissions to update the OS. How can this be?

Yes. The local admin account and my domain account are in the Admin Group for this system. No one has the proper access.

Then you need to check the domain policies in force - it sounds like the ability to apply MS patches has been disabled for the domain - but there's probably a domain group/OU which has this privilege - you need to be made part of that.
