Permissions flow down

I have a customer that really messed up his folder structure. From the root on his folders have no administrators or backup groups associated with them so the backup software will not work.

I want to add the administrator account to each folder, right now I can only take ownership add the administrator and the users that were associated to each folder, I cant take ownership and the root and push it down cause it will erase all the permissions.

Is there a tool I can use to add the administrator account from the root and have it flow down all the folders but not erase the present permissions of other users? Sys Internals I heard might have something like that. could anyone help me out there
 
You can script using XCACLS and have it add rights without wiping the previous ones.
