permet outgoing calls

hi,
1- I need your help please, how to permet a post (analog) (DN 2450) to be able to make calls to the external in CS1000.

2-to make a call to the external customer must dial 9 followed by the phone Nemuro (example: <9> 5145676205). I want the number 9 is automatically added without the customer dials .is it possible to set all this in CS1000.
