Percent data format

I have a report studio report that I did not build.
When I run the report in HTML or PDF, the field that has a percent value looks correct 17%, but when I run it in any Excel, it changes the value to .17%. It is currently set on Format type=Percent, No. of decimal places = 2, Scale = -2.
I already tried eliminating the scale, but it just reversed the problem, with Excel being correct and everything else grossly inflating the result.
Any advice would be appreciated.
 
If you want to use the data in Excel you should not use the scale option in the Data format. You better divide the query item by 100 and then format normally as a percentage.
