When a hardware mod is implemented a new pcs level is assigned to the new build.
It says on the sticker on the bottom of the unit.
If this is regarding upgrading to v4, the pcs level is not key, it is a pointer to something, not the be all and end all. PCS08 points to the fcat that it will have a 64meg memory.
Another way to check the memory available and indeed if your system is compatible with v4...........
If you connect to the system using sysmon you will see freemem=
This is the important bit, to upgrade to v4 you need a 64meg system so you are looking to have free mem in that 55-60 meg ish area. If you do then you can go to v4 bearing in mind that it is only supported on SOE.406v2,412 and IP500.

PlatinumGuy is right, I'll just add one little thing, which is documented but can be easily missed.
If the version is really old (below v3) then it might not upgrade directly to V4. You'll first have to upgrade to V3 then to V4. Please note that I'm talking in very bread terms: V3, V4 etc, I can’t remember the exact builds that are effected.
Note that out of the box a 406 runs 2.1 27 and there is a bug where by it will report the freemem incorrectly and thus an upgarde may fail. This bug is also in 2.1 31. You will need to upgrade to 2.1 35 or above to find out the freemem value correctly.

* Note: When upgrading DSv2 modules to the 3.2(999) release an additional step may be needed. If the modules are attached to an IP406v2 system the Upgrade Wizard will report an error if there is not an IP406u.bin file in the V3_2_999 directory. Please copy the IP406u.bin file from the Manager directory to the V3_2_999 directory before attempting to upgrade the DSv2 Expansion modules.
** Note: The 3.1.999 loader can be found in the bin\IP406v2\V3_1_999 directory of the admin CD or in the Manager\V3_1_999
** Note: The IP Office 500 system is shipped from the factory with software version 4.0.0 installed. This is not a fully functioning version of software and MUST be upgraded to the IP Office 4.0 GA software.

Sorry to jump onto this, we have two IP Office SOE, memory wise one has PCS 9 and other PCS 10.
We want to upgrade them to the highest possible version, I have been to Avaya's site and am downloading the Admin CD: Jun-07 IP Office 4.0.7 Q2 2007 Administration CD Maintenance Release
