That 133MHz is by no means what the chip is build to only support, but rather the maximum the chip can support.
Think of it in terms of CPU speeds: you can always underclock a CPU with no ill-effects. But it's when you try to overclock CPU's that they can turn sour.
I ran into a problem once mixing PC66 with PC 100 memory. After switching the PC 100 memory to the first memory bank, everything went fine. Apparently, some motherboards want the faster memory in that first bank.
