PC will not accept incoming file share or remote desktop connections

I have 4 PCs, 3 with XP pro and 1 with W2K. They all work fine except for 1 XP machine that will not accept any incoming requests and I can't for the life of me figure out why. I installed and configured all 4 myself and they should be just about the same, but only 3 machines work now, and not the 4th. I am able to connect from that one to the others, but not vice versa.

When I try to connect to the default c$ share it just times out and same with remote desktop. I can ping the machine but that's about it.

I checked that it will allow incoming RDCs and checked the registry value for that as well. And netstat says it is listening on port 3389.

I saw another post saying to try a 'netsh winsock reset' to fix a file sharing issue, but that did not work either.

any ideas?
 
also, I have windows firewall turned off. I am not running any other firewall program, but do have NAV 2005, but that is installed on all of them and looks identical.
 
Suggestion . First try to disable NAV and try again connecting. NAV is sometimes a little strange.
