Check the Windows firewall and make sure that you have an exception set for PhoneManager. The installation should have set this for you, but I've seen it get blocked by domain policies or other weirdness. Works fine for me.

I have seen the same thing with a vpn phone and a sip trunk.
I thought it had to do with some port forwarding but i can not recall.
