I have been given a windows me box that is supposed to have a virus. i tried booting up the pc and have tried safe, normal, stepbystep, logged mode but once it is about to boot into windows gui, it trips to the is now safe to turn off your pc and shutsdown. i have been unable to run any virus scanning tools as i cannnot get into the os.

personaly I'd spend 11 min on it

If after that time it was still doing this, I'd reformat and do a clean install.

Have you tried to boot in safe mode (F8 upon startup)?

I agree with Bitfuzzy, reformatting is preferred...WINME is shitty anyway... ;o)

If it is an older ME installation, save yourself the trouble. Backup the HD on another PC and reformat the thing.
It will be clean and a lot faster, and... you will be sure you got evrything clean again.
With those issues, you fix one, just to discover the next one and so on.

BitFuzzy is rather patient I think, I don't even spent 5 minutes looking for the problem it if it is an older system, it is just a waste of time.
