PC Re-boots by Itself

A friend has an "e-machines" 433 Celeron, Win98 system. He told me after he does the windows shutdown, it suddenly re-boots.

I checked it out and it indeed did just that...
It gets better!
I then turned the system off by holding the power switch in for 5 seconds, the machine was off. A second after that the system started to boot-up again. I tried it again using differing amounts of times, thinking maybe I was holding the switch in too long, same thing.

I assume this might be a motherboard/ATX supply type problem, but I'm not real familair with the ATX system.
I like the old "AT" myself.
I know about the "Win98" shutdown problems, but I don't think this is the same thing.

Any help would be greatly appreciated and Thanks,

I should have mentioned that this just started a week ago. Prior to that everything was running OK.drk
 
I know this may sound trite, but has any new software (like a NIC) been added recently?
Have you checked the BIOS settings for Wake-On-Lan, or similar Power Management values?

Just for the heck of it, I went to e-machines website. There was an option for "online" questions to tech. support. I typed the problem and got an instant response.
"That problem is caused by the Micro ATX power supply".

So, I take a chance and just replace the supply.

And "No", there had not been installs, upgrades or changes to the system since it was bought (I should have remembered to mention that as well).

FYI...

I installed a new "Micro ATX" power supply.

System works great again.
