PC not booting

Recently my WinXP PC no longer boots.
It was shut down properly the night before with no problems and nothing was changed on the machine.
I get no display at all and no beeps during boot up. There is power to each of the components.
I have confirmed that the video card and RAM is working.
Any ideas?
(I'm suspecting the BIOS on the motherboard).
 
If it won't boot, how do you know the video card and ram are working? Reseat the CPU (new thermal paste), memory and video board. One "rail" of the power supply could be bad. More info on system.
 
I verified video card and RAM is ok by testing on another system.
P4 2.8Ghz
Gigabyte 8i875 motherboard
 
Suspect the PSU, instead of your mobo or P4, suggesting to replace the PSU first, with a known good working one @400w or above, which is rated for use with a P4 (extra 4 prong connector)...
