PC gets stuck at BIOS

I installed a new power supply in my computer and my computer was working just fine. I had to travel, so I packed my CPU properly. After 2 days I reached my destination and now when I unpacked it and tried to use it, it just shows the first screen showing celeron 800, 392 mb Ram and thats it. it gets stuck. I press del or any other button, doesnt work. Also when this page loads, it makes a wierd noise which it was not making before. It like the noise cops cars make.

I dont know whats the problem. I opened it. Power supply is working. Motor is working. Both fans are working. It seems like during travel, somehow some wire has come out of its slot.
what do u guys think.

Sounds like something has come loose, and is rubbing on a fan. Also: some motherboards give out a "siren" sound when overheated. Check the CPU for proper mounting (remove, clean and apply new "grease". Reset the BIOS jumper. Remove and reseat all boards and the memory. You say: "Power supply is working. Motor is working. Both fans are working". What motor, and which fans?
 
Could you also explain what you mean by I packed my my cpu properly did you remove it from your board

Well there is one Fan in the power supply right, thats working. Then there is this another fan, on that fan it says "MOTOR". it also runs.

I am sure something has come loose but I am not sure what.
Anyhow, I think I just need to get it seen by some computer DOC

There is only one way to pack a machine "properly"--use the original packaging materials.
 
Yes, until you're comfortable inside a computer (we were all ther once), it's best to take it to an expert before you do more damage. Eventually, you'll be tearing them apart like the rest of us!

Aussie2: like I posted in another thread, we think "CPU" as the actual chip - it's becoming common to refer to the tower as the "CPU". Just like "Transistor Radio" became just "Transistor". I don't like it, but that's the way people are!

392 mb of Ram is an odd amount, so I would say that your problem lies with one of your memory modules either being bad or has become unseated slightly. Your PC probably got transported with the mobo in the "upside down" position and
probably got bumped along the way causing an improperly installed module to become unseated.

Remove and re-seat the memory.
