paths and services and reboot and such

Ok... here's what I'm informed of as the situation, and am wondering if it seems accurate, and if so if there're any workarounds.

Services exist or are installed.
Paths are changed.
Services need to take advantage of these paths, hence a reboot is necessary.

The idea behind the information is that the services load at boot with a specific environment which is only updated on reboot, but I'm having a hard time believing we can't force the path variable to these services by restarting them properly...

any advice or places to look so I can go to the people that be better informed?

Why not write your service to poll for environmental updates?

Why can you not simply restart them??
