Paste Special shows wrong box 1

I have a weird problem with excel 2000 ver (9.0.3821 SR-1). if i open two new workbooks, in two different windows, and i copy something from one (just text in cells), and do a paste special to the other, instead of getting the original paste special box, i get the past object box. at the top it says Source: excel worksheet object, i can either paste, or paste link. so in effect all i can do is past the values. i cannot paste formulas or anything else if i am going from one workbook to another. on my associates computer down the hall, if he tries this, he gets the same box whether he paste special's in the same window or not. my question is which one is correct, and how do i fix it?????
 
I think the reason that Excel does this is that it thinks that the other instances of Excel that are open are just Windows applications instead of Excel applications.
To keep this from happening just open both worksheets in the same Excel application window. If you do that your usual paste special options will work.
