Where and how can I lower the password complexity.
 
You need to open up the GPMC and edit the Default Domain Policy.

From there drill down

Computer Configuration
Windows Settings
Security Settings
Account Policies
password Policy

Even though I'm logged on as the Administrator I can't edit the Password Policy. It's greyed out.
 
You need to edit the domain group policy. After run gpupdate from run.
 
INFOSTUD,

You need to log on to the domain controller locally (or remotely from a client computer with Adminpak.msi installed) as a member of the Administrators group.

Click Start > Administrative Tools > Domain Security Policy, then expand Security Settings > Account Policies > Password Policy.

You should be able to change the domain password policy here if you have the correct persmissions to do so.
