Password Change checkbox default

When creating a new user, the 'Change password at next login' checkbox defaults to being on (containing a check). Does anyone know of a reg hack or other change I can make to change the status of this box for a newly created user. I need to be able to have newly created users not required to change their password at the next login. <br>

In user mangager for domains, select policies, user rights..and If I remeber correctly this is where you can set this flag and a few others, like password expiration policies, etc.
