Passing GSM Calls Via IP Trunks

I have two 3300 located in a remote sites,joint to a cluster, the two sites are connected through IP trunks, each one has limited CO trunks number, one of them -Site A- is busy during day time and the other -B- site is busy in the night time, would like to utilize the the free trunks of site A to be used by site B users in the night time,by routing mainly the GSM calls to site A as a second alternative route when site B trunks are all busy,

ARS was programmed to do so, BUT, the calls keep waiting for a free trunk in the local system and do not go over to the other one,

Extension to Extension calls via the IP trunks between the two sites go smoothly,

Any idea to solve this?

Is the ARS programmed as a route list or just a route? You need the former.
