passing from page to page within a framset?

OK so can somebody please explain why this is not working:
When clicking on an external link it should send the info to this page: It all works apart from in the top_link.php page it does not get the $address info from the original click (link_framset.php?address=

I understand this can be done with javascript but can some one please give the code to do this so that it will work witht he example above.
