partner r7 vmail not hearing tones for remote access

Customer recently switched phone carriers to one which provides a gateway for over the internet.They have noticed an initial delay when they make a call, but no lag while they talk. Remote access to the voice mail is hampered, takes several tries for system to hear the " mbox # " then "password # " combination when trying to login. Seems to hear the *7 combo, and once your in, the other "tones" seem to work fine. Carrier is suggesting adjusting the DTMF to local, but I'm not aware of how you would do this on the Partner ACS r7. This is really more of an issue from a Cell phone connection, land line seems to work better, but still not as reliable as before the change.
 
Are you using an ATA to provide the local dial tone for the Partner system?
in that case you need to play around with the settings for the ATA nothing can be adjusted on the Partner system, it is out on the market for 15 years without problems recognizing the touch tones so anything you have to do is in the hardware connected to it.
If your line provider supplies the ATA then have them play around with the settings as you won't get to the guts of the programming then.

The carrier is Global Link and they are providing a voip gateway which gives the dial tone for the ACS. I'm pretty sure there is nothing I can do. I believe it is the interface between the Cell towers and their system which is adding a delay not recognized by the Partner ACS. This is the first issue I've seen, but in this world of voip and connecttions to sytems like Partners and Nortel ICS, this will not be going away.
 
you could ask them if they provide inband signaling or not and if they have a delay on it, doesn't hurt to ask them.
Maybe you get lucky and the line provider, for once, doesn't blame the equipment right away and claims the lines are all OK, LOL.
