partner messaging ports locked up?

have a acs with partner messaging R1 ,cant access vm (777) get busy signal,i programed auto dial buttons on vm ports on a set to watch the ports.all are (busy) if i remove the back up restore card the ports are released (of course i powered down sys)any ideas??also i tried removing the ports 38 39 40 41 from #505 and reprograming them in
 
describe the cards and their position in the carrier nad we can help you out - sound like the vm ports were not assigned to group 7

Extensions numbers are right. Backup/restore card? Verify it is a 2, 4 or 6 port license card, not an ACS backup/restore or VS backup/restore card.

Pull the card to unbusy the ports, then call each port directly and again by 777. Each time it should answer in test or demonstration mode and release when you hang up.

One last thing I would do is to yank all the cards except the CPU and swap the 308 in slot 1 with the R1, then program 505 with 18-21 and retest. You may have a rogue 400 or 206 module killing extensions downstream.
 
Telprog, those ports are assigned to the 400 card!
 
oops, your right ,I didn't see that 400 line card. Was thinking the mail was in slot 4.
