Partner Mail VS 4.0 Won't Dial Digits On Outcall 1

I have a Partner ACS 7 with Partner Mail VS release 4 with a 4 port 40 mailbox PCMCIA card in a 5 slot carrier. I'm setting up outcall. I have it enabled on extension 11/MB 11. The number is programmed with 9* plus the 7 digit telephone number. Outcall is turned on and the system responds with the correct outcall number etc. I also have it scheduled from 7am until 11 PM.

When I leave a test message I see it sieze the a line for maybe 1-2 seconds and then it drops the line without dialing the number. If I put more pauses in the dialed number it holds the line longer before dropping it. I monitored the line with a butt set to confirm this. It never sends the number.

Am I missing something or do I have a bad module or card?
 
You may want to check restrictions #401 settings on the VM ports . But, The fact that it even seizes a line make me believe it is an Allowed / Disallowed list issue.
 
Can you 7 digit dial from your location. Can you pick up on the same line and dial the same number.
 
I would follow ttech's advice - since you monitored the line with a butt set, and heard it seize the line but not dial, it's probably getting squelched by some restriction programming in the Partner. Check also the Disallow List assignment in #405.
 
Just to add. Is it set to out calling to a telephone or to a pager. And do you have 7 digit dialing or 10 digit dialing. One other thing to check is do they have centrex lines. If they do you will need to enter 99* then the number. All of the above will go off hook and try to dial. But TTT is right you should moitor the line with a butt set to see what it is doing.
 
ttech hit the nail on the head. The last VM port, #4, was restricted to inside calls only. The first 3 were unrestricted. I thought I had checked those settings last night.

To understand this better, VM was doing its thing trying to make the outcall but ACS knew to block it because the a VM extension was restricted to inside calls only.
