Partner II cpu4.1 Gets Phantom Rings, dial-ins hang

(Partner II, system)
My system is going batty.
I have a 5 slot carrier, with:
(2) 206E (REV 2, 4.1) 6port cards
(1) 400E 4 line cards.
(1) CPU version4.1 card

OK. Symptoms:
Random lights flash at different extensions.
usually on buttons (1,2,3,4) (bottom row of my 18D phones)
If I hit the button I get nothing.

PROBLEM: when calling from outside line: I get one ring on the system phones (all 18D systems).
I then no longer hear the ring, but it becomes a distinct "buzzing".

If I pick up the phone on ring one (at system phone) it connects normally.

If I let it go to 2nd-3rd ring, it then stops flashing at the system phones, but I could still press the ringing button and still hear the call ok.

If I DONT answer it, it does NOT go to my call coverage path (VOICE mail-->outside system (VP206--dont ask,...)

Please help..
Also: I do have q(4) spare (NEW) partner II 5slot carriers with partner II 4.1 CPU's (Never used, still in original boxes) availble for trade for desperately needed cards.

since you have spare processors have you tried swapping one ?

that would be where I would start
 
oh yes, dumb question.

I tried, but the one I tried had no power... (not sure if doa, or bad outlet (but I brought both systems HOME to where all my spares (in garage) are, so I can test tonight...
 
Hi markbnj,
You must have an extension that is answering the line. Look at all ports that connect to fax machines, modems, debit machines. Include the ones that are not used. The easiest way to do this is program all extensions on a DSS or programable button with lights. Omit the ones you know aren't the problem (ie, the ones you can see and have checked). If all else fails, unplug all extensions from the cards except ext 10 and another near you and try again. If it does the same thing it could be a card.

I had this problem, we isolated it to a credit card machine. Do just what Chris recommends above and you should be able to find the offending extenstion easily! We limited the credit card machine's ALS to one so now it only screws up one line instead of 6! :)
