Partner ACS to 66 block wiring

Ok here's the trouble I'm currently having. I have a partner acs (Not sure on version looks like either a 6,7 or 8). It has 3 lines coming out of it - 3 single pairs connected to 3 jacks on the acs, all from 1 cat5e.

I then have a 66 block as follows: right side 3 cat5e cables all the way down (w/bl,w/o,w/g,w/br) connected to the wall jacks. 3 single pairs from the telco are connected on the left side, bridged to the jacks, all 3 connected at the w/bl spots. This is enough to get a dial tone when connecting a phone to any jack, and call in/out.

What doesn't work however is the ACS. no matter how/where I connect the wires, I can not seem to get power to the Avaya phones. For refence, it's a single cat 5e split w/bl in 1 jack, w/o in a 2nd jack, and w/g on the 3rd. (in the acs). The other end of the cat5e is supposed to be connected somewhere on the 66 block, but anywhere I connect it, I can not get power through. Note: This *did* work once but the entire system/setup had to be moved, and now it won't connect.

My basic question here is... how is it SUPPOSED to be wired? Looking at tons of diagrams and otherwise, suggests the following: main line jack in top section (line), other 2 in exts, and then the 2 single pairs punched in and cross connected to... somewhere? In the old set up they were simply punched in directly on top of the telco lines, but this doesn't work, so now I'm at a loss.
 
Partners are 4 wire phone. You need to be wire the blue pair (voice pair) to 5-6. On a cat5 cable wired 568B you have to wire the green pair (data pair) to 3-6.

Did you mean 4-5 instead of 5-6? If so that’s what I thought but I can’t get it running. I’m an it guy with a passing knowledge of phone systems but no knowledge of the acs. For reference this is what I was given:

The left side is the 3 lines from telco. Only 2 need to be tied to the acs- the orange and green. I am going to rip the whole thing down, fix the wiring a bit and mount the acs once it works but for now no configuration I can think of will connect.
 
Please start by reading THIS
Look especially at the drawing on page 2-10, page 42 of the pdf.

Top to bottom, the jacks are paging, Line 1, Line 2, Line 3, Ext. 10, Ext. 11......Ext. 17

Remove the bridge clips from the block. Trace one of the cat-5 from the right hand side to the jack. Which pair is connected to the center 2 pins, and which pair is connected to the pins that straddle the center 2 pins (I ask it this way, because if could be an "RJ-11" size jack or an "RJ-45" size jack)

Crimp an 8-conductor plug onto a piece of Cat-5, using 568-A wiring pattern

Plug it into an EXTENSION jack on the ACS, and connect the BLUE from your jumper to the pair going to the center pins of the jack. Connect the ORANGE pair from your jumper to the pair going to the pair straddling the center pins of the jack. Fold back the GREEN and BROWN pairs as they are not used.

Yea, I figured out they were plugged in to the acs wrong about 15 minutes after I posted those pictures. Like I said, it was handed to me like that and I don't know anything about these systems so I'm sort of winging it here. I plugged one of the phones direct into an ext port and thats how I was able to figure out the correct wiring.

I tried what you suggested and it worked enough to get power and a dial tone - I did use a 568-B wire because that's what I had on hand I just had to cut an end off it, but it worked.

I ran off to get lunch, I'm going back to finish it up in a bit, but I did have a couple questions (I'll probably figure this out through trial and error but I figured I'd ask and see if I can get an answer before I go back to it).

Do i need an ext cord for each line? When I tested it, it worked and powered the phone plugged into that jack, so I assume I'd need one for each jack, but I'm just checking in case.

If I want a line to ring on all phones is that done through software or are there additional cables that need to be run?

Either way thanks for the assist, it definitely helped.
 
There are separate port for Line 1, Line 2, and Line 3
By default, all phones ring on all lines.
Programming lets you change that on a per line per phone to adjust the ringing from Immediate to Delayed to No Ring.
I only suggested 568-A because the 2nd pair would be the 2nd color, but 568-B works just as well and is actually what I use anyway

 
For Partner systems, I prefer to run separate cables from modules to terminating blocks. [smile]
