Partial Install Corrupted msiexec.exe - What Next?

One of our IT techs attempted to install Microsoft Office 2007 trial on our server on a Saturday while other users were logged in.

I researched our Application Event Log and found that msiexec.exe hung up because some Access shared files were locked.

Now we are not able to install anything (windows updates, repair Office 2003 installation [some of the files are now corrupt], etc...). When we try to install/repair, we get an error message:

Program: C:\Windows\System32\msiexec.exe

This application has requested the runtime to terminate in an unusual way. Please contact the application's support team for more information.
**************

I am not sure how to undo the damage caused by the partial install. There is not a system restore in W2K3 to my knowledge. I can't uninstall since it was a partial install.

Thanks in advance for any assistance that can be provided.
