Park and Page Issue

Did something change in Park and Page? I have a customer with 9.1.7.0.163 configured as follows:
Page Hunt Group is 1350
Short Code for Dial Paging is 1383, dials x1358 (page port)
Station 1357 is a member of Hunt Group 1350 and is forwarded unconditional to 1383.

I can dial 1383 and page just fine. When I dial 1357 or 1350, I get a fast busy and the monitor trace has the following:
15:51:45 1469696mS CMTARGET: c0a8520500000474 255.1140.0 46 Front Reg 5.0: SCtype=DialPaging code=1383, num=1358: Not permitted from Forward.

If not permitted from a forward, how can I add a member to a hunt group that somehow invokes Dial Paging?
