I have a report that needs to run on the 16 & 1 of every month, the 16 for 1-15 and the 1 for 16-eom. They are wanting to create a schedule that will easily do this without having to input dates and without having to input multiple schedules, is this even possible???

FURTHER UPDATE for this, they also want to schedule weekly for the prior weeks data. Thru BO Scheduler.

Hi,
For each version ( you will need a scheduled instance for each variant, I believe)you could use a record selection formula based on the
CurrentDate field with the DateAdd function, something like

For 1 thru 15 ( Schedule to run on the 15th)

{Table.DateField} IN DateAdd("d",-14,CurrentDate) to CurrentDate

and so forth for each variant.
