Pal to ntsc

what format have you filmed in?, NTSC or PAL?
what you could do is edit as pal, export as an avi file
then use some thing like TMPG ( they have trials of there software)to encode as NTSC, in maybe an Mpeg2 format and then create a NTSC DVD of your footage.
If you filmed as NTSC, you should just be able to edit as normal of premiere if you set on start up (of premiere) to NTSC.

I film in ntsc but I can only capture it in Pal. When I capture it in ntsc i can only see the video. I can only hear some of the audio when I am scrubing. I talked to a tech before who walked me through setting my computer up to work with ntsc. But I am not sure how that was done.
