Paging with TOA BG-2120

I have been struggling with this for 2 days now. I took out a Nortel BCM50 and put in a Avaya IP Office 500v2 9.1. I set up an analog station port for paging. I know it works as I hooked up my butt set and can hear a page. When I connect the TOA BG-2120 amplifier with Line 1 (on the amplifier, which is where it was for the Nortel) I get a number busy signal. I have hooked up the Butt Set and rebooted it while off-hook with the same results. I am completely stumped on this one.

Any help would be greatly appreciated!

You need a Bogen WMT-1A between analog extension port and paging input of amp.

So am I to gather that the issue is basically that Avaya needs around 600ohm and the TOA amplifier is 10km?
