paging from VM box

when i enable the park and page function from within the voicemail box it allows me to have the customer press option 6 which will page me over the paging system. Works great when you dial in to that sets direct number or if we call that ext over the VoIP network from a remote branch.
Problem i m having is if i local call the Ext 2403 as an example and press option 6 it doesnt park and page it asks me to record message any way to change that to have that function work locally ?

It says in the documentation. When external callers can press 6 bla bla bla. Keyword being external callers. It makes sense because you can not park extension to extension calls. There has to be an outside line affilialted with the call or it cannot be parked.
