PAGE BREAK WHEN GROUPING VALUE CHANGES

I have an Access 97 report that is grouped on Interest Level and then, as a subgroup, on Lead Type. I want the report to page break each time time the Lead Type value changes. I tried changing the ForceNewPage setting to before section, but when I do that I get the first Interest Level value following by a blank page right before the first Lead Type value under that specific Interest Level. Can someone please help? For example, there are Interest Level I's with Lead Type institution and lead type individual. There are also interest level 2's with lead type institution and lead type individual. I want my report to have interest level 1, individual on the first page and then when the institution for level 1 I want the report to page break first. HELP!
 
Place the page break on the footer instead of the header part of the section
 
I tried your sugestion but it still doesn't work. It does page break but, unfortunately, he causes the header to print on one page with no data associated with it. Perhaps some other settings are interfering with this function?
 
Have you got the group per value setting on?

Also, I thought you could set a 'new page' as before/after section. If you set it on the header section as a new page before, it would work a treat (make sure you remove all manual page breaks).

I did have the grou per value setting on. I removed it and I removed all group together options and tried manual page breaks. They work, but if I place the page break in the footer I get a blank page at the end. If I place the page break in the header I get a blank page at the beginning. Then I deleted the manual page breaks and tried "break before" and "Break after" and the same thing happens - a blank page before or after.
