Does anyone know why we have packet loss on a serial interface when there is not much traffic?

There can be many reasons for packet loss:
1) errors on the line (framing, coding, etc.)
2) invalid routing (blackholing some traffic)
3) errors at the other end of the line

I would start with a show interface and look if there are any errors. Then a show controllers to see if there are any errors. Todd Hethmon

Also, the kind of traffic you have... sometimes changing the MTU size solves this thing. But your questions is
very general =)

Thanks for the replies! I do not see any errors, nor I don't have any ACL to block certain traffic. I will check the MTU size since we had to change the size when we replace Nortel routers with Cisco... the MTU size may be doing something we did not expect. Thanks.
