Easiest and safest way would be remove the battery and let it the board sit there for 15 minutes without power connected to the board. Disconnect battery and power cord and wait 15 minutes. Then insert battery and then power cord and it will be reset.

From the specs I found on this machine id guess windows 95 or windows 3.1
