Package and Deployment Wizard

I am using the package and deployment wizard on several programs and when trying to set them up on a different pc, but I am getting the following error

Could not find C:\WINDOWS \ TEMP \ msftqws.pdw

This only seems to happen if i have got ActiveX components in the program?
I also get an error message, saying a DLL is missing, when I try to include the package and deployment wizard from the component list whilst in VB.
 
I am not sure that this is the exact same problem I had but I believe that it is. Anyway, it will not hurt to check.

Open the SETUP file that was created when you used the P&D. view all of the [Setip1 Files] DLLSelfRegister notes for any files that may say DLLSelfRegisterEx. Delete Ex leaving the DLLSelfRegister intact. Save and exit the file. Try reinstalling the program.

 
In a text editor such as Notepad, open the MSCal.dep file.
Remove the letters "Ex" from the Register=$(DLLSelfRegisterEx) line so that it looks as follows:
Register=$(DLLSelfRegister)
Save the MSCal.dep file, and then close Notepad.
Re-create the package to include the modified dependency file.
