Package and Deployment in VB6

I have a program that has an activex dll for data access I have made the program into an exe which works without any problems. I have also packaged and deployed it without any problems but when I try intalling the application it gives me this message:

c:\windows\system\mscomct2.ocx
An access violation occurred while copying the file.

How do I solve this problem
