OWA Help Please!!

I recently setup a new Exchange 2003 server with SP2 to replace our old exchange 2003 server. However, everything seen running fine. But when I test the OWA, I discover a very interesting problem. When I grant the user OWA right. They can log into the OWA with out problem. But when they try to log off. The login prompt will come up and ask for password. However, the user will not able to log out with their own password. The only user will be able to log out is the user within the administrator group (even domain admin will not work). If anyone can help me reslove this problem. I will greatly appreciate it. Thanks in advance!
 
I try this already. And it did not slove the problem. Only admin can log off
 
Also, check NTFS permissions for the bin directory.
 
I check the NTFS permissions for the bin directory. The Authenticated user have "Read & Execute, Read and List folder contents permission." I already try change the permission to full control. Still no luck! This problem is really bug me. I may try to reinstall OWA inside IIS to see will this make a different. !!
