OWA 5.5 Users Cant Log In

The only users that can log in are Domain Admin's no one else. Is there something I didn’t do in the setup to allow others to log in. I have tried domain\username and get the same thing. ok, I am putting in a users alias then a login window comes up and I put the users name and password and it just flashes and clears itself then after the 3rd time it gives me a error:
HTTP Error 401
401.1 Unauthorized: Logon Failed
This error indicates that the credentials passed to the server do not match the credentials required to log on to the server.
Please contact the Web server's administrator to verify that you have permission to access the requested resource.

I don’t know why it’s not finding the accounts or they don’t have permissions. Does anyone have any suggestions.

Users must have log in locally rights. Set in the local security settings
