overload tone but no warning light

I have an old, beige, rack-mountable, 3u APC 2200RM UPS. It's emitting an annoying continuous tone. The instructions only mention a tone when an overload occurs, but the overload warning light is not on. I've already removed extraneous loads (monitor, redundant power supplies), but it still emits the tone. Is this tone/no light state normal and indicative of some other problem? Or, is this a case of malfunction and the unit needs to be replaced?

I would suggest another problem. Does it still do it with no load at all connected?
Maybe you have a battery fault. How old is the unit?
 
Take everything off the UPS, turn it off, unplug it from the wall. Then hold down the off button for 5 seconds, you should hear a click sound. At that point plug it back in and turn it on. If it goes directly to that overload tone, the unit is hosed. At that point it is displaying an internal fault, something that unit can't come back from.
