Overlapping: Flash Movie & Roll-over Menu

Is it possible to make a roll-over menu overlap a flash movie when activated?

All active elements like Flash sit on top of everything else on the page. The only thing I could suggest is to put the Flash into a layer and hide or move it when the menu is accessed.
