Outlook XP changes shortcuts to exe then blocks them

Our office has recently “upgraded” to Win XP Pro and Office XP Pro. Now we can’t send a lot of stuff as attachments, most notably Access and any .exe file.

I’ve tried to send a shortcut to a software upgrade stored on the server. Outlook changes the shortcut to an exe file then blocks it.

I can hide the shortcut in a zip file and send it that way. (Which is strange, because normally exe files, even zipped, are blocked.) Is there a way to send only the shortcut?
