Outlook web link error 1

I have a user running Win XP Pro ver 2002 SP3 that keeps on getting an error when clicking on any web link in outlook (2003 11.8217.8221 SP3) messages.

I have sent him a test email with a link to google and an error stating:

This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator.

User has full admin rights on laptop.

The user states that no changes to the computer were made. This issue just started today.

Any help on this matter would be greatly appreciated.

you receive an error message when you click a hyperlink in Outlook
After you upgrade to Microsoft Internet Explorer 6 or to Internet Explorer 7, the following registry key is either missing or corrupted:
HKEY_Local_Machine\Software\Classes\htmlfile\shell\open\command
