Is there a way to tell when a user is signing on to outlook over the web? Anyway of tracking who and when I guess have access the outlook via web access?

Parse the IIS logs on the OWA server or, if you're in a FE/BE design, the OWA front end server.

You can use the logparser utility from the IIS 6 resource kit to help simplify the task.

 
Not sure how to use this tool I clicked on it and it did not create a file. Any help with this would be greatly appreciated.
