Outlook Through Http Pop3 errors 1

I am getting an error that i cannot find any information on anywhere. I set up an Optimum online mail account through Outlook 2000 but evertime I open it I get this error: "The Procedure entry point StrTokEx could not be located in the dynamic link librabry MSOERT2.dll"
I am able to bring the e-mail down but get this error randomly. Also when I attempt to send an e-mail I get "An error occurred while attempting to open Windows address book. Unable to find the WAB DLL"
Any insight would be Greatly appreciated

Thanks. Reinstalling IE worked

Works. Did the suggested steps from the MS KB and the Outlook error disappeared.
