This has been driving me crazy.
On one of the computers I support, Outlook 2002 (in workgroup mode on Windows 98) seems to save the password properly. The *'s are there when you check the account setup, and I know the right passwords were put in. But when the user opens Outlook, it asks for a password for each account during the first send/receive. She puts in the password and dutifully checks the "Save Password" box. She doesn't have to put the passwords in again until she starts Outlook again. She can't leave Outlook running all the time.
I've tried the "protected Storage" registry hack, as well as deleting the appropriate ".pwl" file. I know she logs onto the computer properly. Nothing helps, and I'm out of ideas.
