Outlook not downloading emails from exchange

I'm trying to solve the same problem with one of my users. Everybody else in the office can access the email fine except for this one user. The user can download the sometimes, its very inconsistent no regular pattern. The user can access the email fine through web based outlook. What i've tried so far:

Checked and compared settings of outlook with others users - all fine
Checked and compared setting on the server - all fine
Scanned with antivirus and anti spyware progs
Checked logs on computer - nothing
not sure what else to do.
Please help.
 
Have you checked the wiring to the computer? We have a building with old wiring and have sometimes experienced intermitten connectivity problems. I have also had a user whose ethernet cable was just BARELY out of the jack in the back of the computer and was causing intermitten problems receiving mail.
 
If its an inconsistent problem, i'd also look at the resolution of the exchange server and maybe flush the dns cache. You could also add the exchange servers dns name & ip to the hosts file to eliminate resolution as a problem.
 
If the computer has WinXP SP2 installed, make sure the XP firewall is turned off. If this makes you uncomfortable, add an exception in the XP firewall for Outlook.

The cable seems fine as internet and other network resources not having a problem. Windows firewall turned off, even tried without antivirus on. Flushed the DNS. Also tried restarting the Microsoft connector for pop3 mailboxes, Microsoft exchange information store and Microsoft exchange POP3 services on the server.
Scanned users computer for spyware and viruses.
